The Firefighters Registration Board was established as an independent entity on 17 October 2023, in accordance with the Fire Rescue Victoria Act 1958 (the Act).
The Firefighters Registration Board has commenced work to establish the Firefighters Registration Scheme and further information on the registration process will be provided in due course.
The Firefighters Registration Board will create and maintain the Firefighters Registration Scheme which includes the following:
- Registration of:
- Officers and employees of Fire Rescue Victoria proposed to be made available to Country Fire Authority under the Secondment Agreement in the Act, and
- Other persons who wish to be employed by Fire Rescue Victoria in order to be made available to the Country Fire Authority under the Secondment Agreement in the Act
- To provide for matters relating to the competencies necessary for the registration of such officers and employees
- To provide a mechanism for determining through qualification assessments whether persons satisfy the competency requirements for inclusion on the Firefighters Register.
Firefighters Registration Board Chair and Members
The inaugural members appointed to the Firefighters Registration Board have a wealth of knowledge and experience to provide direction on professional firefighting capabilities and standards and the management of a volunteers workforce.
Ms Lynn Glover PSM
Chair
Lynn Glover is an accomplished senior executive with over 40 years’ experience in the Victorian Public Service. She is currently a consultant for various schools and education organisations in Victoria. Prior to her retirement from the Victorian Public Service in 2020, she was the Chief Executive Officer of the Victorian Registration and Qualifications Authority, Department of Education from 2007 to 2020.
Lynn was awarded a Public Service Medal in 2021.
Mr James Kefalas

James Kefalas has over 22 years of operational experience within the Country Fire Authority and Fire Rescue Victoria. James has held many roles during his career including across the training portfolio. He is currently a senior station officer at the Geelong City Fire Station.
Mr Mark Lyons
Member
Mark Lyons has 35 years operational experience with Fire Rescue Victoria. Mark retired in 2021 at the rank of Commander.
Professor Mark Taylor
Member
Professor Mark Taylor is an experienced environmental scientist and academic and has been the Chief Environmental Scientist at the Environment Protection Authority since 2021. He has also held a number of positions at Macquarie University since 1999, including as an Honorary Professor of Environmental Science and Human Health since 2021.
