The ambitious strategy and interim targets position Victoria as a leader in tackling climate change and creates new jobs and industries of the future.
The strategy charts Victoria’s path to emissions reductions of between 28 to 33 per cent by 2025, and 45 to 50 per cent by 2030 on the way to net-zero emissions by 2050.

The Climate Change Act 2017 requires the development of Adaptation Action Plans (AAPs) for key systems that are vulnerable to the impacts of climate change – including transport.
The five-yearly AAPs will iteratively guide our adaptation efforts, help us accelerate those efforts and put us on a path to a climate-resilient Victoria in 2050.
Transport pledge
Our pledge includes clear actions that reduce emissions for a cleaner future.
The Transport Adaptation Action plan (Transport AAP) outlines actions to address the impacts of climate change, develop a deeper understanding of its implications for the transport system and respond or adapt to change.
As the first in a series of five-year plans, the Transport AAP provides the building blocks for a climate-resilient Victorian transport system by 2045. Subsequent AAPs will be prepared every five years, as required by the Climate Change Act 2017(opens in a new window).
The Transport AAP considers the whole transport system and includes 15 actions to address, plan and prepare transport assets, infrastructure, and services for climate change impacts.
This follows the three whole-of-Victorian government priority focus areas to:
- address the current impacts of climate change on Victoria
- reduce barriers to adaptation
- lay the foundations for transformational adaptation.
The Transport AAP establishes a solid foundation for the climate resilience of the transport system by improving knowledge, capability, capacity, and approaches to decision-making.
It focuses on outlining governance and providing leadership to address climate change risks and on strategic planning to embed climate change considerations into all aspects of our work.
Adaptation Action Plans have been prepared for seven essential systems aim to ensure sustainable finance for climate adaptation actions and to collaboratively trial innovative partnerships for the future safe and sustainable movement of goods and people, including vulnerable and disadvantaged communities.
At the same time, we will work towards the long-term goals of strengthening our emergency management systems and supporting the development of the in-built resilience of our high-profile assets.

Adaptation Action Plan
We're supporting Victoria's climate resilience now and in the future. The Victorian Government has prepared Adaptation Action Plans (AAPs) across seven systems to ensure Victoria’s climate resilience, now and in the future.

Environment protection laws
We're complying with new laws to better protect the environment.
Environmental sustainability in transport
Environmental sustainability is a key priority for us. We recognise that the transport network is a public space that contributes to healthy, sustainable, and liveable communities.
In addition to complying with around 40 state, federal and international environment, and heritage acts and treaties, we strive to be a leader in protecting cultural heritage values, human health, and the environment.
Environment Protection Act 2017
The Environment Protection Act 2017 is underpinned by the General Environmental Duty (GED)(opens in a new window) which requires anyone engaging in an activity that could pose risks to human health and the environment, to understand the risks and take reasonably practicable steps to eliminate or minimise them.
