About the Construction Complaints Referral Service
The Construction Complaints Referral Service (CCRS) provides a secure way to report unacceptable behaviour on any Victorian government construction project.
Workforce Inspectorate Victoria receives and refers complaints related to Victorian Government construction projects under the Workforce Inspectorate Act 2020.
All reports are assessed based on the information provided to ensure they are referred to the correct agency or body.
Workforce Inspectorate Victoria does not provide legal advice or investigate reports received via the CCRS and it can’t compel any referral agency to investigate reports.

Who can use the service?
Everyone including contractors, subcontractors, suppliers, staff and members of the public can raise concerns about what they experience or witness on a Victorian government construction site.
What kind of behaviour can be reported?
You can report concerns about unacceptable behaviour on any Victorian Government construction project.
This includes criminal behaviour, corrupt conduct, improper industrial activity or workplace health and safety non-compliance.
Criminal behaviour includes but is not limited to:
- Arson
- Intimidation or harassment
- Physical or sexual assault
- Theft
- Vandalism or property damage
- Trespass
Corrupt conduct includes but is not limited to:
- Dishonest or unfair procurement
- Fraud
- Conduct of business for improper gain
- Bribery
- Extortion
Improper industrial activity includes but is not limited to:
- Unlawful industrial activity
- Entry without required permit
- Obstructing and hindering behaviour
- Industrial non-compliance
- Coercion or threats
- Breaching freedom of association
Workplace health and safety non-compliance includes but is not limited to:
- Occurrence of or failure to report a notifiable incident
- Illegitimate exercise of powers
- Non-compliance with Provisional Improvement Notices
- Breach of entry permit conditions
Can I make a report anonymously?
Yes, you can remain anonymous when speaking to us. Anonymous reports will still be referred to relevant government agencies, but it may limit the agency’s ability to act on the information or provide you an update on your report.
Should I report health and safety incidents directly to WorkSafe?
Yes, you should still report health and safety incidents directly to WorkSafe. Workers and the general public don’t need to make a separate report via the Construction Complaints Referral Service however contractors and subcontractors on, or associated with, public construction projects are required to report to the CCRS from 1 January 2026.

Should I report suspected criminal behaviour to Victoria Police?
You can report suspected criminal behaviour to Victoria Police. What are the reporting obligations of contractors and subcontractors on, or associated with, public construction projects?
Contractors must ensure they comply with the “Reporting criminal and unlawful conduct on public construction projects” policy issued by the Department of Treasury and Finance.
The policy includes four actions which create obligations for contractors and subcontractors on, or associated with, public construction projects to:
- Action 1: report any allegations or instances of criminal and unlawful conduct in accordance with the reporting framework
- Action 2: take appropriate action to address criminal and unlawful conduct
- Action 3: promote, support and work with Workforce Inspectorate Victoria
- Action 4: have systems and processes in place to ensure they and their subcontractors fulfill their obligations under the policy.
Contractors working on projects valued at less than $20 million are required to apply only Action 1 and Action 3
