Context

VPS executives are senior public officials employed by public bodies exercising VPS employment powers under, or with reference to Part 3 of the Public Administration Act 2004 (known as the PAA). They are employed in departments, administrative offices, the VPSC and other public bodies.

Executive employment contract and handbook

The contract

The Standard Executive Employment Contract has been developed for use when employing VPS executives. The contract contains details of the employment arrangements for executives including remuneration and superannuation, termination and leave.

The handbook

The handbook is intended to support executives and their employers in interpreting and understanding the contract. Specifically, it:

  • assists public service bodies to manage employment contracts, remuneration and employment matters relating to executives,
  • provides further guidance to executives and employers in the public service on executive employment and remuneration policy standards
  • outlines the government’s expectations around executive employment practices, and
  • provides direction to other related policies, resources and materials.

Remuneration

The Victorian Independent Remuneration Tribunal (Tribunal) determines the executive remuneration bands for executives employed in VPS bodies and in prescribed public entities.

The remuneration paid to a public service executive must be within their relevant remuneration band. An executive’s relevant remuneration band is determined based on the outcome of a work value assessment, conducted according to the work value assessment methodology in the Victorian Public Sector Commission (VPSC) classification frameworks.

Employers make decisions as to an individual executive’s remuneration. The Tribunal has issued guidelines to assist employers in placing public service executives within the relevant remuneration bands. In exceptional circumstances, if an employer is proposing to pay an executive above the maximum rate of the relevant remuneration band, advice from the Tribunal must be obtained and considered. Annual remuneration adjustments

The remuneration settings for public sector executives are subject to review each year. Executive Motor Vehicle Scheme

VPS executives can access a motor vehicle as part of their remuneration package under the Executive Motor Vehicle Scheme.
