Child Link Authoriser Temporary Transfer

Temporary transfer functionality enables the short-term temporary transfer of Active Authoriser responsibility to another person within that organisation.

What is the temporary transfer function?

The temporary transfer functionality in Child Link makes it easy to manage short-term absences for Active Authorisers. It allows a Temporary Authoriser to stand-in for an Active Authoriser, ensuring there is continued oversight and management of Child Link Users while the Active Authoriser is away.

The temporary transfer function is applied in the Child Link system itself (through menu options) and must be used when you, an Active Authoriser, are unable to perform your authoriser responsibilities for a period up to 90 calendar days. This may be for reasons such as short-term secondment or redeployment, or short-term leave.

Who can be a Temporary Authoriser?

The Temporary Authoriser must be a person who is permitted to perform authorisation functions in your organisation, in accordance with the Child Wellbeing and Safety Act 2005. This may be a person who is formally acting in your role, or in another role that also has authorisation responsibilities.

If the Temporary Authoriser is new to Child Link authorisation, they will need to meet all prerequisite criteria for being an Active Authoriser to be set up in Child Link. The Temporary Authoriser will not have access to confidential information about children and their families in Child Link unless they are also an authorised Child Link User.

At the end of the temporary transfer period, Child Link Users will be transferred from the Temporary Authoriser back to the Active Authoriser. Any Child Link Users that the Temporary Authoriser has added or removed during the period will also be transferred over.

When does a temporary transfer not apply?

Where an Active Authoriser is unable to perform their role for over 90 calendar days, they will need to be removed from Child Link and a new Active Authoriser will need to be set up, who meets the relevant prerequisites. The Child Link Help Desk can facilitate the removal of the Active Authoriser, set up of a new Active Authoriser, and the transfer of Child Link Users between the incoming and outgoing Active Authoriser.
