Apply to be an approved Registered Training Organisation

Training providers can apply to Liquor Control Victoria (LCV) to deliver Responsible Service of Alcohol (RSA) training.

Please note: LCV is not accepting registered training organisation (RTO) new course applications until 2025.

The application form will open in 2025 and appear on this page.

An RTO is an organisation that provides training to students so they can obtain qualifications recognised throughout Australia.

LCV approves RTOs to deliver RSA in-person and online courses in Victoria. RSA online courses are self-paced and not instructor-led. They are completed using a web-based platform such as a learning management system.

Pre-requisites for applying to deliver RSA training

RTOs applying for RSA course approval with LCV must meet the following criteria:

Additional pre-requisites to deliver RSA online

  • Trainers must be available to assist or respond to students’ queries while completing the course. This means students can only undertake the course when a trainer is available to assist in real-time or notice is provided to students indicating when the trainers are available to respond to queries.
