An RTO is an organisation that provides training to students so they can obtain qualifications recognised throughout Australia.

LCV approves RTOs to deliver RSA in-person and online courses in Victoria. RSA online courses are self-paced and not instructor-led. They are completed using a web-based platform such as a learning management system.

Pre-requisites for applying to deliver RSA training

RTOs applying for RSA course approval with LCV must meet the following criteria:

Your RTO must have an active registration with Australian Skills Quality Authority or the Victorian Registration and Qualifications Authority.
Provide responsible service of alcohol (SITHFAB021) must be listed on your scope of registration.
RTO RSA trainers and assessors must have current qualifications to deliver RSA training and assessment.
Course content and assessment must meet LCV RSA course guidelines. The RSA in-person course is 6 hours in duration excluding breaks.

Additional pre-requisites to deliver RSA online

Trainers must be available to assist or respond to students’ queries while completing the course. This means students can only undertake the course when a trainer is available to assist in real-time or notice is provided to students indicating when the trainers are available to respond to queries.
To deliver RSA online, the system or platform must be able to:

You must be able to confirm the identity of students undertaking training.
Effective verification methods include:
- requiring students to have a Unique Student Identifier(opens in a new window) (USI) to enrol in the RSA online course
- ensuring that students can access online training through a secure website
- issuing students with a unique login and password that provides access to the secure website using secure login or password retrieval
- securing the transmission of login information using standard encryption technology
- providing information regarding the setup and maintenance of password security
- requiring students on initial login to set up security questions that allow them to retrieve their password if they forget the password
- maintenance student confidentiality by following the Australian Privacy Principles(opens in a new window) (APPs).
You must be able to assess the competency of students undertaking training. Effective assessment methods include:
- the use of randomly generated or varied ‘banks’ of assessment material to ensure that students do not complete the same assessment
- providing students with information about assessment requirements and processes
- tailoring communication and support to all students, including Victorians with a disability, students from non-English speaking backgrounds, and students in remote locations
- providing students with real-time support through phone calls, emails from qualified assessors, online meetings, and the use of surveys to obtain feedback on satisfaction with the course.
Upon course completion, enter the student’s details into the LCV RSA certificate database and issue the LCV Certificate of Completion within 5 business days of course completion.
You must be able to minimise the potential for fraudulent activity.
Effective methods include:
- the capture of IP addresses of students undertaking online training
- monitoring course activities to flag when the same free text answers are given to assessment questions by different students
- restricted RTO administrative access to the amendment or alteration of student details after the verification of the student’s identity
- contacting students undertaking the course directly
- withdrawal of RSA certification if the information provided is fraudulent
- sending reports to LCV of any suspicious activities by trainers or students.

RSA application and approval steps

The approval process has several steps. Please read these carefully, complete each step, and submit all required documentation.

Complete and submit the online form.
In addition to the online form, you must submit the following documentation to lcv.education@justice.vic.gov.au
- Completed copy of the RTO RSA approval tool.
- For RSA in-person, Word document versions of the RSA in-person course and assessment content, including:
  - learner or trainer workbook
  - mapping document.
- For RSA online:
  - a dedicated username and password for LCV to access your RSA online course
  - mapping document.
LCV will provide feedback using the RTO RSA approval tool and tracked comments within the course and assessment documents as required.
Once LCV assesses your course as meeting requirements, we will issue a letter of offer, terms and conditions and an accreditation schedule. The duly authorised representative must sign and return the accreditation schedule to LCV.
LCV approves RTOs to deliver RSA until 30 June 2027.
