Supporting the VPS to use data to make better decisions

Services provided by DaAS

DaAS offers services to help the VPS understand and use data better. This helps the VPS monitor programs and make informed decisions.

Strategic services, governance and advice

We support the development of data and digital strategies for the VPS by:

• understanding where you are at in your digital and data journey
• assessing your digital capability and data maturity
• giving advice on data and digital governance and ethics
• giving advice on best practice data and digital strategy for government
• giving you resources to design and build your data capability
• giving advice to help identify the right digital tools
• linking you with others in the VPS who have had similar problems.

Data sharing services

Issues with data access and sharing are common, including sharing data in the same organisation. We can help the VPS share data more efficiently, safely and securely. We do this through formalising arrangements for access and use of shared data in standardised data sharing agreements. These data sharing agreements are compliant with the Victorian Public Sector Data Sharing Framework. We can:

• write data sharing arrangements to meet your needs and the sensitivity of your data
• assess what data can be shared, with whom and why
• help you safely manage your data – this helps people trust how government uses data.

Analytics and insights services

We also work with the VPS on data analytics projects. We help you understand what works and why. We use a tried and tested method to develop solutions. We can work with you to:

• explore and understand how data can help your business problems
• identify and fix data quality issues
• access or collect new data
• work with you (co-design) solutions to your business problems
• develop data analytics and statistical models
• embed new analytics solutions to support policy, service design and delivery.

DaAS can improve how your organisation does reporting, and help you use data to inform decisions. We can also help fix common business problems, including:

• automating reporting
• finding new patterns and insights
• working out which projects have the greatest value and how to best use resources.

Partnering with DaAS

DaAS partners with other agencies across the VPS. We do this to improve the use and understanding of data and digital tools. Our partnerships use an agile approach to delivery to respond quickly to your needs.

In each partnership, we:

• put the user at the centre with co-design
• work as one team with a shared vision and purpose, adapting and learning together
• transfer skills and knowledge to our partners as we work together
• embed privacy and security in everything, supported by governance for ethical data use
• build quality products that can be used multiple times in different sized problems.

After a partnership, products can be transferred to you for maintenance or maintained by DaAS.
