Approval of the Head, TfV – Freeway access
Prior to the lodgement of a planning permit application with the Responsible Authority, approval for the proposed freeway access is required from the Head, Transport for Victoria (Head, TfV) in accordance with Clause 53.05-1 of the relevant Planning Scheme.
To obtain approval, please contact the Head, TfV via email.
A request for approval by the Head, TfV pursuant to Clause 53.05-1 must be accompanied by:
- A cover letter outlining the request for access to the Freeway;
- Concept Development Plans, clearly identifying proposed access location; and
- Transport Impact Assessment.
Note. Any letter of approval provided by the Head, TfV under Clause 53.05-1 of a Planning Scheme is only approval for the Freeway Access. An assessment of the complete application from any subsequent referral or notice issued to the Head, TfV will be completed at the relevant time.
Approval (as required under Clause 53.05-1) is separate from written consent of the Head, TfV for freeway access under Schedule 2 Clause 1 of the Road Management Act 2004 (RMA)(opens in a new window).

Referral to the Head, TfV – Freeway service centre
An application to use or develop the land for a freeway service centre will be referred under Section 55 to the Head, TfV in accordance with Clause 53.05-1 of the relevant Planning Scheme
Note. Consent for the proposed freeway access should have been provided by the Head, TfV prior to receiving a Section 55 referral from the Responsible Authority.
