Referring Planning Matters

Each year, the Department of Transport and Planning (DTP) under delegation of the Head, Transport for Victoria (Head, TfV) considers over 5,000 planning proposals to assess what impact the proposed use and development of land will have on the operation, assets, and safety of the current and future State Transport System.

By considering planning matters, the Head, TfV can ensure that as land use change and development occurs, we can plan and protect the State Transport System to create connected communities.

Types of planning matters that may be referred to the Head, TfV under the Planning and Environment Act 1987(opens in a new window) include

  • Planning Permit Applications
  • Planning Scheme Amendments
  • Secondary Consents / Plans to Comply
  • Transport Zone Consents

Permits or Consents under other transport legislation

In accordance with various pieces of transport/related legislation, additional approvals from the Head, TfV, the Department of Transport and Planning, and/or other authorities may be required before a use or development can proceed.

Consent may be required to carry out works within the Road Reserve under the Road Management Act 2004 (RMA)(opens in a new window).

Leasing and Licenses of Transport land

Development adjacent to Railway land and Tram Network

Developer Interface Projects (DIPS) is the Department of Transport and Planning’s primary contact point for assessing how external developments may impact the railway corridor and tram network throughout Victoria. The team ensures that all railway and tram requirements are properly considered in planning permit conditions and that these conditions are met throughout the pre-construction, construction, and post-construction phases of the development.

The DIPS Team leads all rail-interface development assessments on behalf of DTP in protecting existing railway and tram asset structures, operations, services and general safety from external developments. The team represents DTP’s rail asset engineering services and state public transport parties, including VicTrack and the relevant rail or tram operators (such as Metro Trains Melbourne, V/Line, ARTC, private freight operators, and tram operators).
