The 2024–25 actual was higher than the target primarily due to:

  1. Supplementation funding provided in 2024–25, which is non-recurrent in nature:
  • to implement VPS Enterprise Agreement 2024 outcomes
  • for the Victorian Government's donation to the My Room Children's Cancer Charity.
  1. Unapplied appropriations carried over from
    2023–24 into 2024–25 to complete pending deliverables for whole-of-government priorities and to complete deliverables related to the Housing Statement.
